Collaboration with Guyana Threshold Country Plan / Implementation Project Office (GTCP/IP)

In June, 2007, the Millennium Challenge Corporation (MCC) approved a Threshold Program grant from the Millennium Challenge Account (MCA) to the Government of Guyana (GoG) to support the Government’s efforts to overcome the country’s fiscal challenges, while at the same time addressing some of the challenges affecting private investment and exports. The Guyana Threshold Country Plan Implementation Project (GTCP/IP) is the vehicle through which the MCA support is being provided to the GoG.
The objectives of the GTCP/IP are driven by the GoG’s commitment to achieving and maintaining fiscal sustainability through an efficient and effective tax regime, efficient public expenditure management, and improved fiduciary oversight. Thus, the main objective of the GTCP/IP is to provide targeted technical assistance and training to the GoG to support its ongoing fiscal policy strategy aimed at bringing the fiscal deficit down to a sustainable level. A second objective is to improve the business investment climate.
This project is managed and administered by the United States Agency for International Development (USAID) Mission in Georgetown, Guyana and the Regional Contracting Office in the Dominican Republic under a SEGIR Macro II IQC Task Order with Nathan Associates Inc. as the prime contractor. The GTCP/IP began operations on January 14, 2008, with an estimated completion date of January 13, 2010. Over the duration of this project DPMC provided consulting services as a Financial/ Economic and Survey Specialist Firm. Projects successfully completed to date include:
Business Registration & SME Investment Facilitation Consultation: As a component of Task # 7 “Business Registration and Incorporation”.

The main tasks of the consultancy involved:

  1. Developing two investment promotion sector profiles relevant to the SME Sector,
  2. Preparing a business registration process internal work-flow of the Deeds Registry, and
  3. Preparing a detailed, accurate and SME user-friendly documentation of the steps to register a business in Guyana.
