Final Evaluation of the Basic Education Access and Management Support (BEAMS) Project

The firm was subcontracted by MindBloom Consulting a professional services and thought leadership company from Canada to provide statistical analyses and surveying expertise for the Final Evaluation of the Basic Education Access and Management Support (BEAMS) Project for the Inter-American Development Bank.

Tasks under this consultancy included:

  1. Reviewing project documents, various progress reports and Ministry of Education (MoE) administrative data,
  2. Developing a research protocol/strategy for the various project components,
  3. Identifying and conducting interviews with stakeholders including principals, teachers and students of primary schools; MoE officials and component leaders; officials from the Cyril Potter College of Education (CPCE), parents and other major stakeholders to assess their opinion and collect information regarding the project,
  4. Analysing and presenting the information from the participatory assessment process, and
  5. Collecting and presenting information about the achievement of the indicators as listed in the logical framework and the table of triggers for initiating Phase II.


Duration: July to November, 2009
